Consent in WhatsApp marketing: not a legal checkbox, the strategy itself

Unsolicited WhatsApp messages cost you fines in the short term and your number's reputation in the long term. For dealer networks that get consent right, WhatsApp is the highest-read marketing channel there is.

While email marketing settles for twenty-percent open rates, WhatsApp messages are usually read within minutes. That power comes with strict rules — enforced not only by law, but by the platform itself.

In Türkiye, commercial-message law (ETK/İYS), data protection (KVKK) and Meta's own quality system stack on top of each other. It sounds complex; in practice it comes down to three principles.

Principle 1: marketing goes only to people who opted in

Commercial messages require prior consent, and that consent must be recorded: who opted in, when, through which channel. Sending campaigns to people without consent is both a legal risk and the fastest way to burn your brand's number.

Opt-out is absolute: once someone says stop, no marketing message reaches them again. No list import, no update, no campaign should silently flip that decision back. Consent should be easy in one direction only — easy to leave, recorded to join.

Principle 2: the 24-hour window and approved templates

When a customer writes to you, a 24-hour conversation window opens: within it, you can chat freely. Outside that window, only message templates pre-approved by Meta can be sent.

Don't read the template requirement as an obstacle; it's a quality filter. It forces you to think the message through in advance — a clear offer, clean language. Which is what good marketing is anyway.

Principle 3: your quality rating is real money

Meta tracks the quality of every business number: how often your messages get reported, how often you get blocked. As quality drops, your daily sending capacity shrinks — spam carries its own punishment inside the platform.

That's why irrelevant bulk messaging is the most expensive "cheap" marketing there is: the blast that looks free today takes away the capacity you'll need in tomorrow's campaign season.

A fact worth knowing: 100% delivery is not a real target

Meta keeps a small percentage of users from receiving marketing messages from any business at all — it has nothing to do with your list or your content, and no tool can bypass it. Even with a fully opted-in list, a few recipients not receiving a campaign message is normal.

The right target isn't 100% delivery; it's high read rates and low complaints within an opted-in audience. As long as those two numbers hold, the channel is healthy.
